President George H.W. Bush granted only 77 pardons or prison commutations during his four years in office. As of December 23, 2008, his son, President George W. Bush, had issued 199 pardons or prison commutations.
According to the December 24, 2008 issue of USA Today:
“By contrast, Bill Clinton, Ronald Reagan and Gerald Ford pardoned or commuted more than 400 sentences; Jimmy Carter and John Kennedy more than 500; Richard Nixon nearly 1,000; and Lyndon Johnson nearly 1,200.”
Only two Presidents to date executed not a single presidential clemency action while in office: James Garfield and William Henry Harrison.
