Unfortunately, a destructive proposal before Congress misleadingly named the "Railway Safety Act" (RSA), part of broader surface transportation reauthorization, threatens great harm to our railroads.

Simply put, the bill has nothing to do with improving safety, but has a lot to do with advancing the political agenda of Big Labor.  At a moment when inflation burdens American families and fragile supply chains remain vulnerable to disruption, the last thing our economy or rail sector need is another costly federal mandate imposed upon one of the nation’s most important transportation sectors.

Urges Yes Vote for Inclusion in One Big Beautiful Bill Act 

WASHINGTON, DC – The Center for Individual Freedom (“CFIF”) today commends Senator Tim Scott (R-SC) for filing an amendment to the "One Big Beautiful Bill Act" that would shore up investment in opportunity zones across the country and to approve his Strengthening Benefit Plans Act of 2025 legislation.  CFIF urges all U.S. Senators to vote yes.  

In addition to restoring the eligibility threshold for opportunity zones, the amendment would permit some surplus from overfunded 401(H) retiree pension accounts to be used to help pay for and expand healthcare programs for active employees. 

"Allowing businesses to use surplus funds from overfunded 401(h) accounts to support and expand healthcare programs for existing employees is commonsense policy that is good for both employers and employees," said CFIF President Jeffrey Mazzella. "CFIF urges all U.S. Senators to vote yes on Senator Scott’s amendment, which restores the eligibility threshold for opportunity zones and protects both retiree obligations and benefits for existing workers."
